Whenever Info Layers are generated, the info layer annotations overlay and are in front of previous notes and annotations— even if those layers are higher in the layer order within the sidebar. It'd be helpful if Info Layers annotations could either:

* Have an option to automatically sort/arrange behind other layers/annotations, or

* Have the order of layers in the sidebar also correspond to the order/arrangement of layers and annotation objects within the document (similar to photoshop)

The latter would essentially mean having two levels of z-index sorting: the layer order number, and then a separate order for the annotation objects within a layer.
