users asks for the ability to attach a navigable anchor to a piece of text and be able to jump to that anchor from a list. he wants to section his scripts into acts and scenes but the bookmark function doesn't work well -- if pages are added or removed the bookmarks are no longer in the right places.

these anchors must be transferrable from draft to draft like other annotations.
